Hard to know, likely the exe is not finding something it needs on your computer.
check the game instalation folder see if there are any microsoft framework installation packages. Maybe it failed to install on your computer. Most windows installation have all these frameworks installed at some point by various programs and even if a game fails to install them they still work. But who knows, you are the lucky guy
