Emissive Lighting rendering only in Indirect Lighting Bounces??

I was trying to put an emissive material in my scene, where no indirect lighting is happening (Num of Indirect Lighting Bounces = 0)
No light is emitting from this material now into the scene (only glowing object). When I increase the indirect bounces, there is light coming from this mesh.
Is this intended?
When i put a point light into the scene I get the bounce from direct light. I would like to have these direct light from the emissve mesh too.

I have checked the “Use Emissive for Static Lighting”.
