Easiest way to make this kind of animation?

What is the easiest way to make this kind of animation?The style changes after 30 secs and again after another 30 secs and becomes Flash-like. But Flash has been killed off, so it doesn’t make sense to use it. Using UE to create something similar also seems overkill (as its a hobby project) and means work even using packs like Advanced Cel Shader Lite. Is there a simpler way using another Engine or 3D Tool that’s easier for this?

Asking this to help someone who knows nothing about game engines or UE / UDK / Unity / Godot, but could learn with the right encouragement of course. They have a little experience with 3D modeling, but that was 5 years ago using Max / Maya (whereas Blender would be a better option now). Overall, they’re happy being a real-world artist, think pen / paint / paper. But they’re also still quite passionate to try this. Big thanks in advance… :slight_smile:

You can do that in Blender Grease Pencil. Here is an example animation using that tool.

Blender rules again!!! Have you used this part of Blender yourself?
Any guesses as to how long it might take a ‘paper’ artist to learn?

No, never used it myself. I imagine it is time consuming, but a good artist should be able to learn a new tool.
