Decal issue when projecting onto a clearcoat dual normal surfaces

When I add a decal (DBuffer Translucent, Color, Normal) onto a clearcoat surface that has dual normals applied, the clearcoat bottom normal shows through the decal. I can understand why this is happening but is there something I am missing that would fix this issue?

I have a workaround by applying the same material to a polygon model sitting just in front of the clearcoat surface but this isn’t ideal.
