Cull Distance Volume not working with Paper 2D tile maps

I am trying to get paper 2D tile maps to cull in my level when they are far away from the camera. I dont have a player in it its just a free floating camera but it should still work right? I have the volume all around the tiles. I have 90 400x400 UU tiles in the map and i have the culling distance set to Size: 400, Cull Distance 600. Thats the only array element there is. why isnt it working?

I also am trying to use CullDistanceVolume for the mountains in my streaming level.
