Crash when packaging 4.25.1 C++ project

I made a sourcebuild 4.25.1 with visual studio 2019. I have a working project, I compile for server and client.As soon as I start to package UE crashes.

Exception thrown at 0x00007FFB2352DA32 (mscordacwks.dll) in UE4Editor.exe: 0xC0000005: Access violation reading location 0x0000000000000000.

I did the same on another computer, no problem at all. What could be wrong? I did a complete new download and build of the engine. I took the project out of source control.

I have added this post to the buglist. I seems that a lot of people have the same problem
