the thing is, it is literally impossibe for me to useC++ stuff on my machine, since my Windows 10 version busted itself in such a way, that a necessary update, that is required for Visual Studio cannot be installed. Without this update, no Visual Studio, no C++ 
And i tried long and hard to fix this, to get this update up and running, but yeah, turned out the only solution is to completely reinstall Windows. But my machine is also so old, that its not worth this trouble.
I have already decided, to get a new machine next year, about the time of Win10 end of life or end of service, so late summer - autumn. Then it will be a machine with parts selected with neural networks in mind.
So i am not in a hurry this also means, that you have more than enough time for your upgrades, and i just keep an eye on the NNE progress ^.^
I also have much other stuff i want to look into and test, which luckily does not require VS or C++, so i can do that until i get my new work horse.
