Hmm, if you look in FMainFrameActionCallbacks::PackageProject where it sets up the -cookdir flag, it looks to me like it should be adding quotes.
Regardless, the code in FMainFrameActionCallbacks no longer exists in 4.3, and those directories are read directly from your project INI file instead
