Control Rig for Quadraped Creatures not working

I tried creating a control rig for my mountain dragon to control its head from the free Quadraped Creatures pack. I used the set transform node with the transform from the control I created, but after moving or rotating the control, the head mesh did not move or rotate at all.
I did the same thing for my third-person character rigged from Mixamo without any problem, so I’m wondering anybody encountered the same issue before?
