ComponentOverlapActors Including Actors without Overlap

Trying to avoid actor placement where actors are overlapping. I am using a preview actor that can be placed within existing actors. The player is expected to press the F key to commit an actor to the scene. Committing an actor will change it’s material and collision.

Please see objects.jpg showing the objects in viewpoint. The blue actor is the preview actor. The blueprint below is saying there is an overlap, but I don’t see how this is possible.

Plant Actor Event Blueprint. Do you mind reviewing this blueprint to see you can tell why an overlap is found?

Found a temporary solution. Changing the scale of the object down.
