Cloth Physics - Weight paint which parts?

I’ve got some really simple cloth physics which work fine, then I have a cape. The 2 that work fine have absolutely no weight painting except for the part they attach to the character. The cape… I cannot get it to look right no matter what I do.
I believe you are supposed to lightly weight where the cloth physics would begin, and for things that go around the head/shoulders, weight those as normal. If it’s the length of the cape going down the back, it needs no weight. Is this correct?

One issue I keep facing is that parts right where the weighted verts/cloth paint meet, there’s a serious lack of movement and it tends to stick really close to the “export position” no matter what I paint on that part.
