Cloth physics causing stutters(frametime spikes)

basically this. i am trying my luck here on the mighty ue forum, hoping that some ue guru shows up. here, my post on the forums(of mordhau, a game built on UE4), it contains all you need to know:
in short, i need to know of a command or .ini file that gives me the abilty to always render cloth physics regardless of your distance to another player. like i say in the forums, the stutters seems to have a direct correlation to the time somebody enters within the imaginary circle around your char, which in my experience has a radius of about 50-60m(while you are the center of the circle).
any help or hint, no matter how small will be appreciated. i am doing this just for the eye candy, since i hate to see a static tabard
