Clicking the clavicle bone in persona selects the upper arm bone (and so on)

It seems like bones rotate from the head of the bone instead of the tail (like in for example Blender). I can see this being handy when visualizing IK bones, but isn’t it confusing to click where something should deform (like the shoulder area) and get an arm bone instead? Especially since the highlighted orange area is where I would expect the deformation to occur. Is there a reason things were set up this way?
