City Sample Crowd Jittery Movement

I have the City Sample Crowd and ZoneGraph in my project and everything is working well except the characters are sometimes jittery as they walk on a path. When I enable the game play debugger I see that the MoveDistance reaches 0 before a new target path is drawn. This seems to be the problem, but I don’t know how to fix it. I’ve experimented with various settings in my MassAgent data asset with no luck. Any thoughts on this would be appreciated.
