4.17.1 built from sources and plugin downloaded here GitHub - TriAxis-Games/RealtimeMeshComponent: Unreal Engine 4 plugin component for rendering runtime generated content.

I had the same problem yesterday and just tried with a fresh git clone and a new project, clicked on No when asked to disable and Yes when asked to rebuild the .dll
Seems to work now.
