Cant package blueprint only development build for windows 64

sorry if this is the wrong spot but there is not forum for packaging and editor related issues.

I have a project that I have been working on for a while and I was told I could get around the Editor -DUMPMOVIE bug by packaging it and then running it with -DUMPMOVIE. when I tried to package for WIN 64 everything works fin then I get this error and it fails:

I get the same thing on windows 32 as well

Sounds weird but the fix for me was this:

>Find your projects root folder
>right-click property and uncheck read only
>apply to all sub folders and sub files.

Then it allowed me to build.

yeah tried that it didnt do anything.

but there is not reason that any of them are failing. Like why is that shader failing to compile when it loads and runs just fine in the editor
and SM_Floor_400x400 wtf I dont even have that in my scene or in my project!!!
