Can UE4 Project Reference External Files?

Could it be possible for a UE4 project to reference files (such as textures) external to the project? In this manner, files that are common to different projects could effectively be shared between those projects. Imagine if the Starter Content could be kept in one single external file.

During a build, the files could be imported if necessary.

Just a thought. I would like to reduce the storage footprint of my projects.
