Camera Effect to show which direction the projectile damaged me from?

Hi Everyone,

My team are currently developing a third person shooter and we are stumped on how we are able to produce this effect shown in the Video example:

What we are trying to accomplish is that same camera effect of displaying which angle you got shot from and displaying a texture/effect coming from that location. Ultimately we are not sure how we are able to go about of implement this in Blueprints.
