Mods: Please move if in the wrong forum category.

So call me absolutely crazy, but I want to know what it would take to embed the entire Unreal Engine into the desktop environment directly for a Linux distro I am developing the desktop environment for. I know there are probably some legal hoops I have to go through as well. Any advice?

I don’t think you would be able to use the engine that way, legally as far as the code goes.
