Best way to get volumetric fog/lighting in space scene?

I’m trying to use volumetric spotlights in a space scene, and having problems wrangling the Exponential Height fog so that I can (a) see the volumetric fog around the lights while also (b) seeing the skybox surrounding my scene.
I can get the settings looking just about OK for one aspect, but it then doesn’t work with other aspects.
Is there really now way to use volumetric lighting in a scene without an exponential height fog? Because that doesn’t really make sense in a space scene where there is no up/down as height fog expects.
