Bake Project to mobile device preview mode?

So Ive done some testing and found I can hit 80fps if I run my unreal VR project in the mobile device preview inside of the editor. Im only able to get 30 fps if I run it any other way. When I go to package the project the same is true(30fps). So my question, is there a way to bake the project and force it to run in the “mobile” device version of the engine? Either through an ini file or in the project settings itself. thanks!
