Automatic FPS detection also runs during heavy operations such as shader caching

In the engine there is automatic detection if the FPS/Performance is too low, and then it prompts or maybe also change settings automatically.

This detection also is in place during shader compilation/rebuild, and possibly also during other heavy operations, which causes lowering of the settings even if you have a beefy computer. I would suggest change it so the performance detection is not active during certain heavy operations, such as shader cache, rebuild lightning etc.
