Attaching two characters with chain in UE 4.23 but the chain is phasing through objects

I am attaching to characters with a skeletal mesh chain using the PhysicsConstraint. The problem is that the chain is phasing through objects when it is being stretched. If I stop the chain from stretching it will go crazy and become unstable.

how should I fix this?
