Ark: Survival Evolved: Low fps becaue of UE4 or due to no optimizations?

I think multi-threading (or ability to use multi-core effectively) is obvious design decision undertaken by any games engine. The observation using Task Manager may not deliver accurate pictures as someone pointed, it could be GPU bound or something else (specific to the games).

It would be nice though for UE4 developers can come down and explain the multi-core usage in UE4.
