ApplyRadialDamageWithFallof doesn't have damage falloff?

UGameplayStatics::ApplyRadialDamageWithFalloff(player, 15.f,1.f, GetActorLocation(), 100.f,800.f,10.5f , UDamageType::StaticClass(), IgnoreActors, this, GetInstigatorController()); Even though I set inner radius to 10 and outer to 800, damage is always constant. No matter the distance and the angle.My enemy explodes in 125 units. I tried even setting inner radius to 10. Am I missing something?
