Add a way to "scan" for connected VR devices (or just make the VR preview button always enabled)

One thing that’s really bugged me as I work on my VR project is when the VR Preview button is disabled and I have to restart the editor for it to become enabled. I understand that we simply have to have SteamVR (or the applicable VR service) running before we launch the editor, but why have the option greyed out at all? Can’t it be updated to simply always be available, and just fail to launch if no VR service is found upon doing so, or succeed if one is open? At the very least, a button to scan for an applicable VR device/service and “refresh” the VR Preview button would be great!
