4.10 halts on launch and attached error report pops up. i tried to re install no difference. windows 8.1 64 bit

installed 4.10 and then tried to launch. the attached pop comes up. tried to reinstall. no effect.

Reinstall the Visual C++ Redistributable for Visual Studio 2015:

The C++ Redistributable and/or running ‘Windows Update’ should resolve this issue.
