Can we add a Never option to When Scrolling Possible and Always?
Useful for scrollboxes that should only be scrolled programatically. Setting the widget to Hit Test Invisible doesn’t ignore mouse scroll.

The real problem here is that scrollbox is not properly setting the hit test visibility.
