Xbox One homebrew without ID@XBOX through UWP?

Hi. I am developing a free videogame, and I am wondering if I can build for Xbox One without a dev kit. I could use the UWP branch of Unreal Engine 4, compile the game for UWP, then post it on Gamejolt. The players would download the game, enable development mode on their Xbox One and sideload the game. Is this possible without ID@Xbox ? Do Microsoft license terms restrict this kind of thing ?
