It is not erroneous,
The Heightmap plug in exports 16 bit PNG from whatever Raster Elevation data you have in the QGis project

Add in the actual model dimensions, (listed in dialog as map dimensions) probably with a scale factor as your image is huge

The image shown in your post doesn't look suitable to extract heightmaps from, Its a projection of a spherical surface onto a rectangle,...

I use 1m DEM data Tiles from UK gov so unsure as your data is 1x2 res

Without the plug in Qgis just renders an image
Nothing to do with the height data contained in the Raster layer...
