Its not a complete fix, but, its a thing that can be done, or turn to FXAA in transition only, that also works, also, MSAA is forward render only....

You can just use responsive AA on a translucent material, reducing the samples to 4 on taa very slightly reduces quality, but, more than halves the smear...

Cap your fps to 120 in control panel. Easy solution. Dont do 60, it will stutter hard.
