Quality settings help

Hey guys,
Does anyone know how to set my unreal project to the highest quality setting? My graphics card was busted a few days ago and it lowered the settings and I have a new card now but the settings are still lowered.
Heres a screenshot:http://imgur.com/CBB6MiN

The message was something along the lines of "Unreal has discovered that your getting low frames and is adjusting your project for maximum usability" or something along those lines.

Delete Saved and Intermediate folder from project directory and restart the editor. It should reset it back to default settings.

I did that and it still looks the same. I recently took out half of my RAM because half went bad but I have 8gb in there now so should it be automatically be going to low?

Click on the "settings" button - scalability settings -> make sure that they are one "epic"
