    Swarm stopped working

    Hi all,
    Recently swarm stopped working and I can not build lighting anymore. I've tried to use "verify" option to restore engine and it worked once... now even it can not help. I've tried 4.23.1 and 4.24.0. Results are the same. In swarm agent log I see following error:
    13:19:13: [ERROR] Channel registration failed. Reason: Only one usage of each socket address (protocol/network address/port) is normally permitted
    , Callstack: at System.Net.Sockets.Socket.DoBind(EndPoint endPointSnapshot, SocketAddress socketAddress)
    at System.Net.Sockets.Socket.Bind(EndPoint localEP)
    at System.Net.Sockets.TcpListener.Start(Int32 backlog)
    at System.Runtime.Remoting.Channels.ExclusiveTcpListener.Start(Boolean exclusiveAddressUse)
    at System.Runtime.Remoting.Channels.Tcp.TcpServerChannel.StartListening(Object data)
    at System.Runtime.Remoting.Channels.Tcp.TcpServerChannel.SetupChannel()
    at Agent.AgentApplication.Main(String[] args) in D:\Build\++UE4\Sync\Engine\Saved\CsTools\Engine\Source\Programs\UnrealSwarm\Agent\AgentApplication.cs:line 133.
    It seems port is already taken and swarm agent can not use it. I checked unreal documentation and downloaded TCPView. Problem is port 8009 is never used. TCPView shows UEditor.exe is using port 8008 as remote port. Port 8009 is not listed not in local, nor in remote ports list.
    Any advice?
