RTX reflections - creating distortion on purpose?

I would like to make RTX reflections slightly distorted, similar to the center of this photo. Could someone point me in the right direction? I am thinking that it involves Material setup mainly.

Using a soft, large-scale normal of something like a perlin noise should do the trick

A normal map that bulges inward from the sides, with some faint large scale noise thrown on top like rosegoldslugs suggested.

Windows are often double or triple pane, so you could also try stacking glass or material editor trickery as well if you want to add more detail. Or including a screen mesh for residential windows.
