Cannot build engine from source in VS2019

I was just trying to build the engine from source code so I can get a dedicated server executable.
It previously works on my another PC without problem, I was using VS2017 back then.
But I cannot build this on my current PC with VS2019.

The source code is downloaded from github. I did not run into any problem in either "Setup.bat" or "GenerateProjectFiles.bat" process. After that I opened "UE4.sln", set "UE4" as startup project, confirm "development editor" and "win64" on the top, then right click "UE4" under "Engine", click "build" and wait for like 3 hours...
    I have tried both 4.22 and 4.44

This is my visual studio installer setup, I've tried to include any component that is related but it does not seem to work

Any idea what this problem might be? Thanks a lot!
