Can we use the free textures from Substance Database for free because Unreal Engine is free or...Atleast can we use it if we're making a non-commercial Project?!Does anyone know the answer?!

Please, for the love of god, includeGameTextures.comYou can get rid of all the other links to other texture resource sites, roughly 1,000 PBR textures.
The team behind the textures are some of the most friendly, helpful and community driven I have come across in recent years, I have been with them for 2 months and have collected over 600 textures.
The subscription plan's are very forgiving to us indie developers, $30USD a month for 200 texture downloads and 2 free requests. Bonuses include a 10-day trial where you can download free 200 textures, then if you decide to subscribe you instantly get another 200 free, I have gotten every texture I need from their site but I loved their service so much I decided I would keep my subscription going for 1-2 more months

Wow, this is awesome! I noticed though that your link to opengame art only includes their textures. The also have sounds, models, and 2d assets as well. If you search by CC0 license you can use those works without worrying about license. Most of the other licenses mostly just require attribution, but the terms aren't too hard to find. Also for anyone that knows how to compose or read sheet music, musescore.com is a great program for composing. It's what I use for my music.
