Switch to VS2019 (and make sure that it's actually using the 2019 toolchain) and use at least UE 4.23. That'll speed up both project and engine compile times.

Compilation Speed has been getting improved recently. It takes 3 seconds for me to compile now rather than 15 seconds like before.

Sometimes when they say "compile" maybe they mean asset cooking as well..

... and when they say "compile" (including myself) they actually mean build ( compile, linking, etc.). The terms are used interchangeably so nobody knows what they are talking about anymore.
