OS X: Can't create new project

I have Xcode 8.1 installed. Fresh download of 4.14

Can run several of the Command Line Tools commands in terminal. Verified that directory is not there. I have /Library/Developer/CommandLineTools, but no Platforms folder.

Can create a project in Xcode for a basic Obj-C program, and build it just fine in Xcode.

Trying to create a C++ Basic Code project.

    What am I missing?

    Code:
An error occurred while trying to generate project files.
