You can build entire building inside of 3ds MAX, using "Instance" rather then "Copy" of modules and get the same result with only one fbx(don't forget to check "preserve Instance" before export). To import that building, use File\Import to level in UE4 Editor, and select your fbx.
For this method you only need to optimize your workflow in 3ds MAX. No need to learn new tool like that one

Dude your awsome this is the best idea sims like building if you will add more props like in sims 1 or 2 to the modular building it will be perfect. THANKS A LOT and ignore the 3dsmax dude.
